Wells in Horizon City are mesa wells, which means drilling through bolson basin fill rather than river alluvium, and planning for a hole in the hundreds of feet rather than the tens. What you are paying for on a mesa well
Depth is the price. At $28 to $64 per foot, the footage difference between a valley well and a mesa well is the entire gap between a $10,000 project and a $30,000 one. A complete system at 300 feet runs about $14,800 to $25,600 and at 400 feet about $18,400 to $32,800, covering casing, pump, pressure tank, electrical, reporting and a water test.
That makes the quote format matter more here than anywhere else in the county. Two bids carrying the same total can describe completely different wells, so ask every bidder for the assumed depth, the per-foot rate, the casing diameter and material, and what happens to the price if the hole has to go deeper than planned. The same conditions run across the mesa communities east of the city, through Horizon City and Montana Vista and out toward the Hudspeth County line. This is desert subdivision and acreage country where utility service either stops or never arrived, which is exactly where private wells concentrate. Lots tend to be larger than in the valley, so the 50 foot septic setback is rarely the constraint it is on a narrow Upper Valley parcel.
What is a constraint out here is access and power. A deep hole needs a rig with room to set up and turn, and a pump several hundred feet down needs electrical capacity at the wellhead that a lot of raw desert parcels do not yet have. Both are worth establishing at the site visit rather than discovering on drilling day.
